Research Analyst at FiscalNote
Washington, DC, US
About the Research Team
Our Research Team is tasked to dig deep into interesting, complex, and oftentimes noisy data and come up with valuable insights that not only describe the way the world is now, but predict what it will look like in the future. Our platforms analyze unstructured data relating to policy and government action in the legislative and regulatory space in order to provide our customers with an unprecedented level of data-based descriptive and predictive analysis.

About the Position
FiscalNote is seeking a Research Analyst or Knowledge Editor to join the Research team to help build and improve our natural language processing (NLP) and machine learning solutions. As the first Research Analyst or Knowledge Editor, you will help define FiscalNote’s annotation pipeline, and work collaboratively with our Research team to support improvements in categorization, classification, and other automated analyses for our legal products from beginning to end. You will manage annotation resources, research and identify data sources, prepare, annotate, and tag data, design and develop knowledge resources, and evaluate the quality of system output in a machine learning setting.

About You
You are excited about language, organizing information, and automation, and find it hard to believe that others aren’t. You pay a lot of attention to detail, like, a lot, maybe too much? Nope. You become uncomfortable when you don’t understand something, and choose to relentlessly seek out solutions rather than give up. You’re comfortable concentrating on a task for a long period of time, while being creative on how to make it more efficient. Excited by others’ ideas as much as yours, you view collaboration as a catalyst for innovation.

You Will
-Annotate English-language text data with custom-defined and task-specific labels
-Develop new and revise existing knowledge resources, classification systems, and label sets
-Extract metadata and keywords from documents
-Identify relevant text (entities, references, concepts) from within documents (e.g. legislation, regulation, press releases)
-Define vocabularies for labels
-Develop rules for classifying content
-Develop best practices in metadata assignment
-Identify, research, and gather information from diverse public and governmental resources to address data or analysis issues
-Evaluate and review output of Natural Language Processing (NLP) and machine learning systems
-Determine quality standards for annotation
-Search over large collection of internal and external documents to identify relevant data
-Research legal concepts and trends

You Have
-Degree in relevant field; Library Science, Information Science/Management, Linguistics, Political Science, International Studies, Law, or English (preferred)
-1+ years experience working with language data, including experience with annotation, tagging, content analysis, or markup
-Exceptional attention to detail
-Ability to work efficiently and independently on multiple projects with a high level of organization in a fast paced environment
-Strong work ethic with a desire to learn and problem solve in a collaborative environment
-Proficiency in English, with excellent verbal and written communication skills
-Open to learning new technologies ex: Python/SQL/HTML
-Previous annotation/tagging experience creating data sets for NLP or AI development, including linguistic concepts, ontologies, and label sets (a plus)
-Experience with crowdsourcing platforms, such as Mechanical Turk, or CrowdFlower (a plus)
-MA/MS degree in Library Science, Information Science/Management, or related field, or equivalent work experience (a plus)
